The City of Denton announced that former council member Jordan Villarreal has been issued two violations following ethics complaints. A formal letter of reprimand will be presented to him at the Board of Ethics meeting scheduled for Nov. 12.
The disciplinary action stems from an incident on Fry Street in June, where Villarreal allegedly used his official position during an encounter with a man and his friends. According to a complaint filed on the Board of Ethics agenda on Aug. 17, Villarreal and two others approached the group at a bar on the night of June 7.
The document states that Villarreal repeatedly identified himself as a council member early in the interaction. He purchased a pitcher of alcohol shared by six people in the group and continued to reference his seat while asking personal questions as the evening progressed.
Allegations in the complaint describe Villarreal becoming increasingly forward with one of the complainant's friends. Before leaving, he asked for the friend's Instagram account and took the individual's phone to follow his own profile and two others. The complaint notes the friend felt hesitant but provided his phone number, after which Villarreal sent himself a text message from the device.
Further allegations claim that while one man stepped away, Villarreal asked the friend what he would do if a council member offered cocaine. He reportedly asked sexually explicit questions regarding the friend's preferences. The complaint states the friend attempted to avoid answering but felt extremely uncomfortable and intimidated.
