A company named Denton & North Texas Railroad LLC is asking the city to approve a final plat for a railyard on about 120 acres north of Ganzer Road, an item set for the Planning and Zoning Commission's consent agenda on Wednesday, Oct. 21.

The plat, titled Lot 1, Block 1 of the Ganzer Railroad Addition, covers 119.653 acres north of Ganzer Road, about 380 feet west of Rector Road. City files label the case "DNT Interchange Development." According to the agenda information sheet, the plat would create one lot and record easements "for a railyard development."

BNSF Railway owns the tracks that form the property's eastern and northern edges, and part of the site lies in the floodplain, the sheet says. A city aerial map of the site also shows FM 156 nearby.

Outside the city limits

The land sits in Denton's extraterritorial jurisdiction, Division 1. The city's subdivision rules still apply there, but staff notes that the city cannot regulate zoning or land use there and that building permits are reviewed by Denton County.

The staff analysis marks the usual test of consistency with Denton's comprehensive plan as not applicable, citing House Bill 3699, a 2023 state law that changed the platting rules in the Local Government Code.

Staff recommends approval, saying the plat meets the criteria.

A long review

The application was first filed Jan. 12. Commissioners granted an extension on Feb. 11, and the applicant withdrew and resubmitted the plat twice before the latest version came in Sept. 21, the timeline in the agenda packet shows.

A Texas Secretary of State record attached to the case lists the railroad company as a Delaware LLC registered in Texas in September 2024, with a Jacksonville, Florida, address. Allison Engineering Group is the applicant on the company's behalf. The packet does not describe the size of the yard, the number of tracks, the expected train traffic or a construction schedule.

The commission's work session starts at 5:30 p.m. and its regular meeting at 6:30 p.m. at City Hall, 215 E. McKinney St.
